How we became PALS

PALS has supported people with disability in the Moira Shire and Murray–Goulburn region for more than 50 years, through deep local roots and strong community relationships. That history comes from the joining of three independent disability agencies – Cobram Gateway Services, Numurkah Occupational and Vocational Adult Service (NOVAS) and Northern Disability Services (NDS) – into one stronger, community‑based organisation. Since incorporating as Providing All Living Supports (PALS) Inc.

 

In 2011, the organisation has grown from a small local service into a multi‑site, NDIS‑registered provider across northern Victoria and southern NSW. Today, PALS offers supported independent living, short‑term respite, daily living support, community access, group activities, social enterprises and support coordination throughout the region.

2010–2011 – Formation of PALS

Three long‑standing local disability organisations (with roots back to the 1970s) amalgamate to form Providing All Living Supports (PALS) Inc., creating a single not‑for‑profit governed by a community Committee of Management.

 

2011–2014 – Early growth and service mix
PALS delivers group programs, residential supports and respite across Cobram, Numurkah, Yarrawonga and Mooroopna, including Gorman House and early social enterprises like opportunity shops and a commercial laundrette.

 

Mid‑2010s – Regional consolidation
Services expand across northern Victoria and southern NSW, with more outreach, one‑to‑one support and supported employment, positioning PALS as a key regional disability service.

 

2016–2019 – Preparing for and transitioning to NDIS
PALS undertakes major service reviews, strengthens governance and workforce training, and successfully transitions participants to the NDIS while maintaining State Disability registration and charitable status.

 

2020–2022 – Modernisation and service refinement
The organisation reviews its social enterprises (including divesting the Cobram laundrette), relocates and strengthens op shops, and continues to invest in quality, systems and staff capability.​

 

2023–2025 – Strategic reset and regional anchor role
New strategic plans (2025–27) and leadership renewal focus on quality, impact, workforce and digital capability, with PALS recognised as a multi‑site, NDIS‑registered “provider of choice” and regional anchor for disability support in Moira Shire and surrounds.​
